Autonomous Governance Transparency Standard — Core Protocol
This application covers the core AGTS protocol architecture:

Transparency Infrastructure for Autonomous System Governance
This application covers the transparency infrastructure layer:
- The append-only Merkle transparency log for governance artifacts
- The Signed Tree Head (STH) format and log operator signing construction
- The witness countersignature protocol and gossip mechanism
- The consistency proof and inclusion proof protocols
- The Triple-Leaf Ledger (Authorization + Execution Trace + Variance Record) and cross-leaf linkage enforcement
- The Variance Reconciliation Engine (L7) and omega breach detection
- The settlement receipt format (AGTS_SETTLEMENT_V1) and settlement rail integration
- The Sovereign Authority hardware key ceremony with GrapheneOS Pixel Titan M2 (StrongBox-backed)
Licensing
AGTS-conforming implementations
AGTS is a proposed open standard. Implementations that conform to the AGTS specification suite for the purpose of interoperating with an ObligationSign clearinghouse or transparency log are permitted under a royalty-free license to the claims of EP 25 000 039.5 and EP25209644, subject to the following conditions:
- The implementation declares conformance to the AGTS specification (version number referenced)
- The implementation does not assert IP claims against other AGTS-conforming implementations
- The implementation does not use AGTS terminology to describe a non-conforming product

Sovereign Authority — published public key
The Sovereign Authority ECDSA P-256 public key (SPKI, base64) is published here and in the GitHub repository at /public-keys/sovereign-authority.spki.b64. The node_id is the SHA-256 of the DER bytes of this SPKI.
The key ceremony must be performed on a GrapheneOS Pixel device with StrongBox-backed key generation (setIsStrongBoxBacked(true)) before any production Governance Envelopes are signed. The key generation date will be noted here. The key cannot be exported.
Patent pending notice
The applications EP 25 000 039.5 and EP25209644 are pending before the European Patent Office. The grant date and final claims will be noted here upon grant. Until grant, the scope of protection is determined by the pending claims as filed.
