Every governance event is classified into one of three risk tiers by the Protocol Worker — based on the submitted H (entropy), C (compliance), and E (energy) observables. You are billed for what you govern, nothing more. There is no monthly fee, no minimum spend, and no expiry.

Risk classification is computed server-side and is not configurable by the caller. The Protocol Worker applies fixed thresholds: Hmin = 0.40, Cmin = 0.40, Emax = 0.60. Assessments that do not reach quorum are not billed.
